미리미리 준비합시다.


몇일전 몇 몇 분들이 제게 올해 프랑스 라랑에서 개최되는 세계대회의 개요에 대하여 문의하신바, 답변을 이번 공지로 가름합니다.  잘 읽어 보시고 세계대회에 출전하기 위한 전략이 무엇인가 다같이 머리를 맞대고 고민하는 기회가 되었으면 합니다.

Laragne is situated in the South East of France, about half way between Grenoble and Marseille. GPS coordinates are : 44°17’52’’N 005°45’54’’E. Nearest airports are: Marseille, Nimes, Grenoble, Nice. Headquarters will be at the Salle des Fetes, in the centre of Laragne town.

1.1  The 17th FAI Hang Gliding World Championship is open to all Member and Associated Member countries of the FAI who may enter any number of pilots holding a valid FAI sporting licence in accordance with the following procedure and up to the limits specified in 1.1.5: 
  17회 행글랑이딩 월드 챔피온십은 FAI 자격증을 보유한 모든 파일럿에게 개방되었으며 아래 1.1.5의 자격기준을 따른다.

1.1.1     Each NAC is invited initially to submit a team of up to four pilots (and this may comprise any combination of males and females) by 31 January 2009   A deposit of 100 euros per pilot must be received by this date to reserve the places. This is non-refundable.
  각국의 항공협회는 (남여 공히 포함하여) 최대 4명의 대표선수를 파견할 수 있으며 09.1.31까지 1인당 100유로의 보증금을 송금함으로써 참석을 보장받을 수 있다.

1.1.2     If the total number of pilots registered, with deposits paid, at 31 January 2009 does NOT exceed 120, an extra allocation of 1 pilot per team shall be offered to nations, in descending order of the nation WPRS ranking (on 1 Febuary 2009) to bring the total maximum number of pilots to 130. In this allocation process France, the host nation, will be treated as equal to the nation ranked highest in the WPRS.
  보증금을 납부한 전체 조종사의 수가 120명을 초과하지 않을 경우, 팀당 1명의 추가 선수의 참가를 WPRS의 순위에 따라 배정하며.(2009년 2월 1일 순위) 전체 조종사의 수는 130명을 넘지 않도록 한다. 대회 개최국인 프랑스는 WPRS의 최고순위 국가와 동등한 자격을 부여한다.

1.1.3     Pilots entered in the extra allocation process will not form part of the national team until all nations who entered a full team of 4 pilots initially have been offered a further place.
  추가 배정된 선수들은 모든 국가의 팀원이 4명으로 구성되기 전까지는 자국팀의 일원으로 포함되지 않는다.

1.1.4     Any places that subsequently become available will be offered according to this allocation process until the allocation deadline of 20 May 2009.  A second round of allocation will only be offered if the first round results in fewer than 120 pilots entered.
   이러한 배정절차는 09년 5월 20일까지 유지된다. 2차 배정의 순서는 1차 배정된 선수의 수가 120명 이하일 경우에만 실시한다.

1.1.5     The maximum number of pilots entered by each nation shall not exceed 6 and the maximum team size shall not exceed 6
  각 국 팀의 최대 조종사수는 6명을 초과할 수 없다.(최대 팀사이즈는 6명)
1.2  Entries must be made on the official entry form  ( Download it HERE) by the following registration dates:
   참가신청은 공식참가서식을 이용하여 다음과 같은 일정에 따른다.
 
A:   NAC/Nations registrations – nomination of team of up to 4 pilots by: 31 January 2009
    Deposit of 100euros (non-refundable) per pilot must be paid by:       31 January 2009      
   Confirmed pilot names, and payment in full to be made by:              1 April 2009
    각국 활공협회 참가인원 등록 - 4명까지의 팀원 등록 : 09. 1. 31까지
    1인당 100 유로 등록 보증금 납부시한               : 09. 1. 31까지
    확정된 조종사 성명과 전체 대회참가비 완납시한      : 09. 4. 1까지

B:   Allocation round (minimum 10 places to allocate) to begin on:         1 February 2009
    팀사이즈 배정(최소 10명의 선수필요)                           :         09. 2. 1
Payment in full for additional pilots to be made within 20 days of offer, and by 20 May 2009 latest
추가배정선수의 전체 참가비 납부시한은 배정시로부터 20일후, 최대 09. 5. 20까지      Entry will be confirmed upon receipt of full payment
The standard entry fee is 400 euros per pilot.  Team Leader fee is 150 euros. 
A special package for drivers, assistants and partners will be advertised on the competition website, and payable at registration.
  참가확정은 참가비 완납시점에 결정되며 평선수 400유로, 팀장 150유로임.
  운전사, 선수보조와 파트너는 대회 웹사이트에서 구할 수 있으며 현장등록시 경비지불 가능.

In the event of a paid pilot withdrawing from the competition before 20th April, 2009, a minimum refund of 250 euros will be offered. Cancellations received after this date will not be eligible for a refund except at the organiser's discretion.
 참가비 완납후 참가포기 선수는 09. 4. 20 이전에 한하여 250유로를 환급한다.

3.4 Eligibility to Compete(참가자격)
3.4.1 Qualifications(자격)
Qualification criteria for all pilots wishing to compete in a Category 1 competition are:
CAT 1 경기에 참여하고자 하는자는;
· If the competitor's country issues pilot licences for hang gliding the pilot must hold a
  valid licence appropriate to the glider to be flown.(自國 조종사 자격증을 보유해야한다.)
· Each competitor shall hold a valid FAI sporting licence issued by his own NAC. Competitors from prospective FAI member countries may use a licence issued by the FAI Secretary General. (또는 자국의 항공협회에서 발간하는 FAI SPORTING LICENCE를
보유해야한다.)

3.4.2 Additional requirements(추가자격)
A pilot has to have either:
· Competed in a Category 1 hang gliding event (excluding Women’'s Worlds) in the four years before the qualifying date,
(CAT 1 행 대회에 최소 4년 이내에 참가한 경력을 보유)
· Or placed in the top 2/3 of pilots in a Category 2 hang gliding event during the 3 years prior to the Category 1 Championships.
(또는 CAT 1 대회 참가전 3년 이내에 개최된 CAT 2 대회에 참가하여 2/3 이내의 성적을 기록한 경력이 있어야 한다.)





   결국, 정리해 보면 프랑스 대회에 참가하기 위해서는,
1.  2009.1.31 까지 4명의 참가선수를 유/무기명으로 확정하여 100유로/인의 참가    
     보증금을 대회 본부에 미리 송금하여야 하며,

2. 이후 자국 참가선수가 확정되면 인적사항과 함께 등록비 전액을 4월 1일까지 송금.

3. 실제 팀배정은 2월 1일 실시한다는 내용입니다.

참가 자격은 FAI SPORTING CODE 2장에 적시된 바,

   국제 CAT 1 대회에 참가하기 위해서는 최근 4년내 CAT 1 대회참가경력 또는
   최근 3년내 CAT 2대회에서 2/3등수 안에 입적한 성적이 있어야 참가 가능합니다.

  결론 :  우리나라는 임시등록(무기명 선수 4명은 참가하겠다고 의사는 밝혔으나 1/31까지 참가 보증금 100유로 미납)이 되지 않아 등록 자체가 안되었고, 등록을 하였다고 해도, 참가 의지가 있는 선수들의 최근 경력이 만족되지 않아 참가가 불가할 것으로 생각됩니다.  참으로 아쉽고 창피한 이야기이지만 낙심하지 않고 올 해부터 우리 리그전 SANCTION도 얻고 일본 대회 참석도 하고 해서 WPRS POINT도 얻고 하면 내년에는 참가할 수 있을 것입니다. 미래를 위해 차근차근 준비하는 마음으로 작은것부터 이루어 나가는 수 밖에는 없다고 봅니다.
